To activate the cluster, do the following:

SSH into the EJBCA instance.

Use the following command to activate the cluster
# /opt/cloudhsm/bin/cloudhsm-cli cluster activate --password <PASSWORD>
If you get a connection timed out error, the security group has not been added to the instance.
